  I believe that you have a Titan Model 10 actuator based off of the diagram that you are referring to which I have attached below. I contacted Dexter (they now own the Titan products) and the replacement shock part # T1242600 is not attached to the master cylinder part # T2374600 of the model 10 at all. They are attached to the side of the front sliding mechanism with bolts pictured in the diagram as number 31. The shocks (number 29) bolt to the ovals in the side of the sliding mechanism.

  To test your shock, you can extend and retract it manually but it will take some force as there should be resistance. It should measure 6 inches from center to center when retracted and 8-1/16 inches when extended.   I wish there was a way to adjust the braking application of a surge brake actuator but that's not possible. Is it possible yours has a bad shock? How old is it? A lot of times a bad shock is the real reason a surge brake setup activates roughly. If you had a Model 10 actuator like the one you referenced the correct shock would be part # T1242600.

  I attached the exploded parts diagram for the Titan Model 10 actuators. To access the shock you will need to remove the brake master cylinder so that you can access everything from the rear of the actuator. You will basically just need to access everything from the rear of the actuator and remove things from the rear of the actuator so that you can access things up front and then repeat the process as you move forward.
