I wish there was a way to adjust the braking application of a surge brake actuator but that's not possible. Is it possible yours has a bad shock? How old is it?
A lot of times a bad shock is the real reason a surge brake setup activates roughly.
If you had a Model 10 actuator like the one you referenced the correct shock would be part # T1242600.
