  I have attached a video that shows how the Heininger Holdings Advantage Threaded Trailer Hitch Receiver Lock item # HE6033 functions. Your hitch may have gotten some dirt in it. I recommend spraying it down with WD-40 and making sure you get it down into the connection point really good. Let it sit for a little while then try opening it again.

I've included a diagram that details the measurements from the center of the hitch pin hole to the back plate of the swivel, which will always be the closest part. The closer of the two holes is 4-1/4 inches away and the further back is 5-3/4 inches. It can be used with a ball mount or other hitch accessory, but it won't function as an anti-rattle device as it would just slide through the ball mount.   The Advantage Threaded Trailer Hitch Receiver Lock, # HE6033, can be used on a cargo carrier with a 1/2 inch hitch pin hole. However, if the shank of the carrier is not threaded the same as the bolt, it will not fit. Also, if the shank is not threaded at all on the carrier, the lock will only work as a lock, not as an anti-rattle device. What I recommend is to use a lock like # 5200 with anti-rattle device # RM-061-125. This will be the best option for adding an anti-rattle device.
