    I spoke with Swagman and they let me know that the Replacement Shank for Swagman XTC4 4-Bike Rack # SP329 measures 14" overall and is made from 1/4" steel. Since you're looking for a bit longer receiver bar, I recommend going with the Replacement Shank for Swagman Dispatch, E-Spec, Escapee, Semi 4.0, and Quad 2+2 Bike Racks # SP474 instead. This bar has an overall length of 18", is also made from 1/4" thick steel, and will work 2"x2" hitch receivers.

    The Replacement Shank # SP329 is specifically designed for the Swagman XTC4 4-Bike Rack # S64665 which is why there aren't really any details in the description.     I have an option for you but the Replacement Shank for Swagman XTC4 4-Bike Rack # SP329 will not work with your Swagman Traveler XCS Bike Rack. The # SP329 is designed specifically for the Swagman XTC4 4-Bike Rack # S64665. Instead you will need to go with the Replacement 1-1/4" and 2" Shank for Swagman XC Series Bike Carriers # P306 instead which is a confirmed fit for your now discontinued Swagman Traveler XCS 64664. I included a video of the # P306 for you to take a look at.
