Honestly, there's not a big price differential between a Class II and a Class III hitch, so you might as well go with the Class III that feautres the more common 2 inch receiver that also has many more available accessories that will fit. I'd recommend the Curt Class III hitch, part # C13409. With the addition of a # HT02 reducer sleeve, you could then easily use your existing bike rack that fits a 1-1/4 inch receiver.

It sounds like the converter box is not stopping the power coming from the vehicle to the trailer. I suggest checking your trailer wiring on any of the trailers you have connected wiring to before you pull them again. Bad trailer wiring is typically what will cause the malfunction.

The distance between the two arms is going to be 195mm between the upper and lower arm.
You are going to need a gap in your frame 4-3/8" wide by 2-1/2 tall because those are the dimensions of the cradle. Anything smaller will be difficult if not impossible to load bikes up especially for the bikes mounted closest to your vehicle. So be sure to measure your 20" bike to see if it has a gap big enough.

Curt and Draw Tite tend to be a little more on the traditional side when it comes to hitch size availability if that makes sense. What I mean by that is if it's a smaller vehicle they stick with the smaller hitch size as that's the most appropriate and relevant option. They fear that allowing people to use a hitch accessory made for a 2 inch hitch increases the risk of someone overloading the hitch/vehicle.

The Yakima BackRoad 4 Bike Rack # YA44FR can only tilt with bikes off of the rack. If the bikes were on the rack when tilted the inside bike would hit the ground and the rack would be very difficult to raise and lower.

The difference is what vehicles each of those hitches will fit. Trailer hitch # C13206 fits 2014 to 2016 Subaru Outbacks. And # 13390 fits the 2015 to 2016 Legacy and 2010 to 2013 Outback.
So if you have a 2016 Legacy use # 13390. But if you choose this hitch then Curt says that you have to use stabilization strap # 18050 when using the hitch with a bike rack to comply with their warranty.
