You didn't say the tire size you need but you looked at a 145/80-12 size tire. We have similar sizes with a higher speed rating but all of our 145/80-12 size tires have a 65 mph speed rating. Instead, take a look at a 5.30-12 or a 4.80-12 size tire. The former is about a half inch larger in diameter and the latter is about an inch smaller.

I went out to the warehouse to take a look at the Draw-Tite Class II Trailer Hitch # 36493 referenced in your question. I measured a distance of right at 9 inches from the top of the bracket where it will mount to the vehicle to the bottom of the receiver.
