It is not surprising that the 12 volt indicator of the Adapter 4 Pole to 7 Pole and 4 Pole with Test Lamps # C57674 even though you are't connected to 12 volt power in your vehicle. The 12-volt power circuit on the trailer connector provides the power for the brake controller which can use up to 10 amps per axle. The controller will 'pass through' the 12 volt power feed circuit to the trailer but it won't have too much effect during braking as the entire feed circuit only provides up to 30 amps. The # C51180 Echo needs that direct connection to the car battery in order to function and actuate your trailer brakes.

You likely won't be able to use the adapter that came with your bike rack on your ball mount for 2 reasons;
1) Since most of the adapters that come with bike racks are going to be secured with a threaded bolt that only works on shanks for those racks.
