Many trailer brake controllers like your Tekonsha PowerTrac # 39523 will actually send short pulses of power back to the brake output pin on the 7-Way even when the vehicle is off. This is essentially the controller's way of checking for a connection with a trailer. These pulses should stop after about 15 minutes of the vehicle being off (at which time the controller will go into a kind of sleep mode).

The normal towing position would be with the center section closest to the cab whereas the extended position for making tight turns would be with the center section slid back furthest away from the cab and should only be used while maneuver in tight spaces. 1/2" bolts: 45 ft/lbs - 70 ft/lbs
9/16" bolts: 65 ft/lbs - 95 ft/lbs
5/8" bolts: 100 ft/lbs - 120 ft/lbs

That said, there is no locking mechanism for the saddle handles aside from the fact that both must be pulled up at the same time in order to remove the head.
