If you do not have a torque wrench you will need to get one or borrow one. Many auto parts stores will loan out tools. I needed a tap and die set and was able to borrow one from a local auto parts chain. You will want to follow the torque specs as specified in the instructions which I have linked for reference. I did a little research and found that statement in the owners manual for a 2009 Dodge Caliber about the strap. It stated that it is a MOPAR, part which means it comes from the dealer. I also read that it may not be necessary when installing an aftermarket trailer hitch, like # 24769. I called the manufacturer (Tow Ready) and they said there is no difference in the taillight wiring harness for the 2007 Dodge Caliber and the Caliber R/T. I also checked with a fellow worker here who worked in the Chrysler/Dodge factory that made the Caliber and Caliber R/T. He said that he installed the taillights in the same vehicles and that they are the same taillights.
