I went out into our warehouse and grabbed a Demco A-Frame Trailer Coupler #DM14791-97 to get the dimension you are looking for and found that from bottom of the top plate to the bottom flange of the coupler measures 3-1/4 inches.

Yes the Demco A-Frame Trailer Coupler #DM14793-97 could be welded instead of bolting it to the trailer. Instead though I would recommend the #DM14793-52 which isn't primed so would be a bit easier to weld.
