Question:

2019 Float-on Trailer Is it normal for the leaf spring to be oriented like the attached picture?

That does look slightly out of the ordinary. The equalizer should not be off to one side like that. Generally the equalizer will be more centered, and the shackles will form a "W" shape. I have included a picture with an example of how the equalizer and shackles should be positioned.

Assuming this is all stock suspension, it looks like your leaf springs are too long. Perhaps they have flattened out over time, or they are overloaded. If so your springs will need to be replaced. We would want to jack up the trailer and measure the leaf spring without a load. Leaf springs are measured from center eye to center eye straight across. We want to make sure the new springs are as close in size to the stock springs as possible.

That said, if you have replaced suspension components recently, you will want to make sure everything is consistent with the stock suspension. There is a small amount of tolerance, but not much. Even small differences in size can throw your suspension out of wack.
