Can you mount a license plate to this hitch?

I don't see any reason that you couldn't mount a license plate somewhere on the Curt Cargo Carrrier # C18100, but there aren't any parts that are specifically for this. Because of the shape of the bars on the carrier, your best bet would likely be just using some zip ties to secure the plate to the carrier.
If you wanted to wire in a license plate bracket with a light you could use the Optronics LED Trailer License Plate Light with Bracket - Submersible - 5 Diodes - Clear Lens # LPL56CB. You would just need some 10 gauge wire # 10-1-1 (sold by the foot) and some butt connectors like the # DW05745-5, and you can run the wire to the running light circuit on your vehicle.
You could also some self tapping screws # 1131832 and mount the plate directly to the carrier.
