Expert Reply:
The Patriot Hitches Adjustable Drop Hitch Receiver Adapter # PH54FR will allow for up to 11" of rise or drop and fits inside a 2" receiver. It will allow you to carry your 70lb hitch carrier and 400lb wheel chair as this does not reduce trailer hitch receiver capacity. It allows up to 700lbs of tongue weight.
You may want to add a Stabilizing Strap # 18050 as all the connection points allow for movement and this strap will help reduce the movement of the chair on the rack.
