I know that on any aftermarket brake controller the max output is around 12 volts. I assume that on your brake controller you are testing with the truck not moving, or at least I hope you are! If you are testing without the truck moving use the manual override with the controller set to maximum output, and not the brake pedal. On some proportional brake controllers, the vehicle has to be moving to apply the full voltage back to the trailer brakes.

As you mentioned in your question we at least know this issue is coming from somewhere on the Ram, which is half the battle when troubleshooting a trailer light issue. The most common cause for just the running lights to not be working is a blown or missing fuse under the hood.

The best thing you can do is make sure you have additional air pressure in your # F2595 when the temperatures are going to be that low. According to Firestone, these air springs are tested to -40 so they are able to handle the cold you're experiencing.

According to my research you don't need the Charge Line Kit # RM-156-25 for a 2019 Ram 1500 Laramie since the ignition is turned off. You have isolated the issue to the truck and already checked the fuses and the trailer connector. If you haven't used your owner's manual to check all the fuses and relays for towing just to be sure.
Next, I would check that the ground connection is good and clean as well. It needs to be grounded to bare metal. If this checks out, the problem is on the wiring itself. What are you using to test the stop lamp switch feed on the factory plug? If you're using an incandescent tester, the circuit doesn't put out enough power to light the tester, you'll need to use a LED tester or a voltmeter to detect the voltage. Also, the circuit won't power up unless the ignition is switched on.

The fact that you're getting 'bleed over' from one function to the other indicates a ground problem. Check all the ground connection on the plug that joins the camper and the truck, and the harness on the truck that connects to the tow package wiring. Somewhere you have a loose ground connection.

It sounds like your MaxxAir MaxxFan Trailer Roof Vent has a powered lift like # MA00-04500K but has a connection issue. It is getting power for the lid to open and close but not for the fan function. The Draw-Tite Activator IV brake controller # 5504 will show the sync display with a trailer connected, brake pedal pushed, and sync control activated so that could be what you are seeing. When using a Pintle Ball combination hitch like the # PH1 , a certain amount of slack is inevitable because the opening is much larger than if you were using a standard pintle hitch. If you're not already using the 2-5/16" hitch ball, I would recommend using that. Many brake controllers are rated for 2-8 brake assemblies, which would be 1-4 axles. In any event, I've yet to see the brake controller that shouldn't work fine with a tandem axle trailer using 10 inch brake assemblies, as long as everything is functioning properly.

Most likely what is happening is that there is a flaw in the bleeder valve and is not seating properly which is allowing the fluid to seep past valve even when tightened. They shouldn't require much torque for them to seat enough to prevent leaking so it has to be related to the design of the valve. view full answer...
