If your Ram's OEM trailer brake controller is adjusted for maximum output power and boost and still delivers only 8.5-volts at the trailer connector then either there is a short in the brake circuit wiring between the controller and the 7-way or the controller itself is damaged internally.

When a fifth wheel hitch is difficult to slide that normally means that the slider tubes are not sitting perfectly perpendicular to each other due to the hitch not sitting flush in bed of truck. If you 2017 Ram 3500 is equipped with in Integrated Trailer Brake Module (ITBM), then you should not have to use a Electric Over Hydraulic Actuator, like # HBA-CAM. The factory ITBM will allow you to connect to your Hydrastar Actuator through the vehicle's brake controller.
