If your Ram's OEM trailer brake controller is adjusted for maximum output power and boost and still delivers only 8.5-volts at the trailer connector then either there is a short in the brake circuit wiring between the controller and the 7-way or the controller itself is damaged internally.
If you can access the blue output wire right at the back of the controller and you can apply a volt meter like # PT89ZR while you press the manual control you can determine if it is a short causing the issue. If you read higher voltage at the controller blue wire then you know the issue is a short between that point and the 7-way. If you detect the same 8.5-volts at the blue wire at the back of the unit then you know it is damaged internally and should be replaced. You won't be the first Ram owner who has had to replace an OEM brake controller.
For a proven highly-reliable controller that will be easy to install and operate I recommend the Tekonsha P3 # 90195 and the mating wiring harness # 3024-P which allows plug-in installation. The P3 has a large easy-to-read display and also allows you to store braking power settings into its memory for instant recall. Please refer to the linked video and article for details on the install.
