I know that on any aftermarket brake controller the max output is around 12 volts. I assume that on your brake controller you are testing with the truck not moving, or at least I hope you are! If you are testing without the truck moving use the manual override with the controller set to maximum output, and not the brake pedal. On some proportional brake controllers, the vehicle has to be moving to apply the full voltage back to the trailer brakes.

It sounds like the 7-Way connectors are not pinned out in a standard configuration. I have included a picture that shows the vehicle side functions of a 7-Way trailer connector. Use a circuit tester such as # PTW2993 to determine the functions of your 7-Way and then change the pin out on your 7-Way accordingly.

There is a short circuit somewhere that is causing the fuse to blow. A short would cause excessive power draw. Since it only happens when you plug in a trailer it is likely that the short is in the trailer connector or the wiring to it.
You will need to make sure that there is no corrosion build up on the pins of the connector but also on the inside of the connector where the wires attach. Also check for any frayed or pinched wires touching metal and fix as needed. view full answer...
Integrated factory brake controller notoriously don't work well with electric over hydraulic actuators. If you let me know what brand of actuator you have I can see if there's an adapter that would work with it or you could always go to an aftermarket controller like the P2 # 90885 which will work very well with the actuator. view full answer...
If it is just the lack of taillights and all the other functions work like brake lights and turn signals, then Fuse F-29 under the hood is a notorious offender. You can check this using a circuit tester like # PTW2993. The left and right turn and brake light functions are found at the 3 and 9 o'clock pin positions on your 7-way. Since your brake controller is working for one truck and not the other, the issue is with the truck's connections, not your brake controller. Your 7-way connector is not providing power at the rear of your 2021 GMC Sierra 3500, for your brake controller. I would take a circuit tester, something like the Hook Probe Circuit Tester, part # PTW2993, and check to see if there is any power coming from the corresponding connector. According to the owner's manual of your 2022 Ram 5500, the location of the fuse for the running lights is F29. This is a 20 Amp Blue fuse. I recommend checking your manual to verify this information.
If the fuse is not the problem, I recommend checking the ground connection on your trailer and vehicle wiring harness. Make sure your ground connections are secure on a clean, bare-metal surface. This is often the issue when one function is not working correctly with trailer lights.
