Troubleshooting Brake Bleeders that Leak Fluid Even When Tight

Question:

i put new wheel cylinders on drom brakes tightened the bleeders but when i go to bleed fluid still coming out of bleeders bleeders are tight i dont want to over tighting or break them

Most likely what is happening is that there is a flaw in the bleeder valve and is not seating properly which is allowing the fluid to seep past valve even when tightened. They shouldn't require much torque for them to seat enough to prevent leaking so it has to be related to the design of the valve.
