    It looks as if you have the # 8-285-10UC3-A Dexter Oil Bath hubs. Thanks for sending the photo! Those hubs take a 12 x 3-3/8 inch brake assembly, I'd recommend a self-adjusting brake assembly kit like # K23-532-533-00 which are compatible with a 4 bolt brake flange. This includes the right and left brake assembly. The correct oil seal for your hubs is # 10-63, which has a 2.25 inch ID and a 3.376 inch OD.     How far did you adjust them? Since some adjustment helped noticeably it would seem that more adjustment would get you where you need to be. Typically you want to tighten them until there's a noticeable drag that you can hear as you turn the wheel by hand. It's also possible the brake assemblies are self-adjusting which would mean that with every application they'll click tighter and tighter until they are fully adjusted and would be as powerful as you'd need.     Nine times out of ten, the issue is that the brakes need to be adjusted. You will need to adjust the brakes out to where you can hear a slight but constant drag of the pads on the drums.
