It is kind of hard to explain, but it actually isn't as difficult as you would think as well. I included a quick diagram showing what you will need to do as we currently do not have an install video available. The # BP04-260 will replace the shoes on the Dexter Hydraulic Drum Brake Assembly - Duo Servo - 12-1/4" - Left Hand - 8,000 lbs # 23-402, so that is in the diagram as well. There will be a little more to it than what I have shown, but it is mostly just detaching and then reattaching...

Replacement Dual Servo Hydraulic Drum Brakes For Dexter 8,000LB Axle With & Without Parking Brakes
It sounds like you have the Dexter Hydraulic Drum Brake Kit # 23-402-403 on your Dexter P15 8,000lb axle. The Arm on the Dexter Hydraulic Drum Brake Left # K23-171-00 and Right # K23-172-00 is for a parking brake feature. While you will be able to fit both to the same axle I do not recommend using them if they are not attached to any parking brake line. Over time the parts could lead a premature failure since they will not be regularly used. We do have the Kit # 23-402-403 available separately...

Replacement 12-1/4 x 3-3/8-Inch Hydraulic Brakes for 1999 Fleetwood Southwind
Yes, you can use the right- and left-hand hydraulic drum brake assemblies # 23-403 and # 23-402 on your 1999 Southwind. These brakes use the same 4-bolt mounting pattern as your brake flanges and they are rated for 8K axles so the are a direct replacement. For brake shoes you can use parts # BP04-260 and # BP04-270. First we will need to determine what type of brakes you currently have. I am going to assume that you have hydraulic brakes since this is a boat trailer. If the braking system has not been maintained, along with the brakes, you will want to replace the brake lines and surge brake coupler.
