In regards to these brakes Dexter Hydraulic Trailer Brake Kit - Uni-Servo - 7inch - Left and Right Hand Assemblies - 2.5K Item # 23-398-399 The webpage does not indicate if they are free backing, are they free backing or do I need a solenoid to back the trailer?

The Dexter Hydraulic Trailer Brake Kit # 23-398-399 is not free backing. So you will need a Solenoid Valve # T4748800 to prevent brake fluid from pushing out of the Actuator # T43397007K and allowing you to reverse with the trailer.

Since you have a brake mounting flange on your boat trailer you could pretty easily install brakes on the trailer. Most likely the mounting flange is a 4 bolt flange (all 4 bolt flanges are the same), since your trailer is most likely not too heavy…
