Can You Use The Curt High-Low Adapter As A Winch Mounting Point?

I have a 2014 Tundra. Currently looking to install a front receiver hitch such as the Curt 31198 so I can use it as a winch mounting point. The receiver will sit too far back from the bumper, requiring me to use an extender for the current winch and cradle system I own. Will this adapter be able to sustain a straight pull from a 9000 lb. winch?

Technically you could use the Curt High-Low Adapter # C27KR with a winch, however no more than 400-lbs of downward force can be applied to this adapter. Since line pull of the winch isn't always straight on the receiver, it isn't recommended for this application. Realistically, this adapter should only be used for flat towing situations.
Instead, I recommend installing the Curt Front Mount Trailer Hitch Receiver # 31198 like you mention, but use the Front Mount Trailer Hitch Receiver Winch Mounting Plate # C31010, which is designed to have an electric winch mounted on it, and supports a variety of winch brands and winch models.
This mounting tray has a 6-1/8" shank attached to it, which should stick out plenty from the hitch giving you the clearance you need.
