I called Thule and they confirmed the correct strap for your Thule spare Me 963XT is the Replacement Rubber Strap T2 Bike Carrier Cradles # 753-3535. The Replacement Straps for Cradles on Thule Bike Racks # TH534 is not a fit your Thule Spare Me 963XT bike rack.

I spoke with my contact at Thule and the cradles like in the picture you have provided are no longer available. However, the T3 cradles, #853-5829, and strap, #753-3535, will fit in place of the original cradles.
