If you live in an area where it is currently cold (since this is February) then the issue is that the rubber strap like part # 753-3535 are being difficult to stretch due to the cold. Try heating the rubber straps up a little by taking the bike rack inside the house/garage or taking a blow dryer to them. This will allow them to flex some so that you can get them to attach to your bike rack.
If you are in a warmer area then the same concept can be applied but it is a little less likely. In this case try putting some soapy water on the part that you are trying to attach to the bike rack and you should find that it slips into place a little easier.
You may also be referring to trying to get the strap as tight as possible around the bike frame. If it fits comfortably around the frame with one setting don't try to stretch the strap for the next adjustment hole as that will cause premature wear on the strap.
