The Curt Class IV 2 Inch Hitch # 14301 does not bolt to the bumper of your 2008 Chevrolet Silverado. It will bolt to the frame rails of your vehicle. You will need to remove the spare tire to install the hitch, bolt the hitch to the frame rails, and then reinstall the spare tire.

I am sending a link to the installation instructions of the # 14301 hitch. It will show where it attaches to your vehicle.

It's hard to say exactly why the Curt hitch part #14301 doesn't bolt to the bumper like the OEM hitch but most likely they determined that it didn't add much to the strength of the hitch so they left it off. The hitch has been thoroughly…
