When you are installing the roof rack it is really important you follow the installation instructions in order to get a good fit. I spoke with a couple of our installers and they told me they have to shift the rack a little to get it to fit just right.
Per the instructions I saw you need to set the width for the feet at 32. If the feet are adjustable you may be able to move them a bit by using the main screw for the feet.

The Draw-Tite 1-1/4 inch Class II receiver hitch # 36493 will fit your 2012 Subaru Legacy with dual exhaust and can handle a Pro Series cargo carrier # 63155.
Lowering the dual exhaust is necessary to install the trailer hitch as well as trimming the heat shield a bit. Those are the only two things necessary as you install the Draw-Tite trailer hitch # 36493.

The top of the frame rails on the 2010 Subaru Legacy are covered and you cannot get them in from above. An access hole must be drilled on both sides like in the video I have linked. i have also linked the instructions for you.

As long as it is just the rubber isolators on your 2012 Subaru Legacy exhaust that are touching the Curt Trailer Hitch Receiver # C13158 I wouldn't worry about it. The trailer wiring harness connector you will need to locate to install a trailer wiring harness like the T-One Vehicle Wiring Harness part # 118461 on a 2005 Subaru Legacy will be located in the rear hatch, near the spare tire well. That said, this model is a bit trickier than most so you will most likely end up removing more panels than needed to find it. The installation of the Draw-Tite # 75673 that you referenced that has been confirmed to fit your 2014 Subaru wouldn't be too difficult but I can understand wanting to have someone else install the hitch for you. This Class III hitch by Draw-Tite for the Subaru Legacy uses existing holes in the vehicle frame, no drilling is required. On a wagon model the forward most bolts on either side will need to be removed. The other holes used should have plastic plugs covering the weld nuts which which will need to be removed.

If you have a Curt or a Draw-Tite/Hidden Hitch, the bolt holes will remain the same if you stick with the same brand hitch.
In other words, if you have the # C13158 Curt Class III hitch, and you decide to go with the Curt Class II, part # C12298, the holes will match up and you won't need to drill additional holes.

A do-it-yourselfer can 100 percent install the EcoHitch trailer hitch receiver that fits your 2020 Subaru Legacy, which is the following part number:

You will at the very least need a 1/2 inch wrench and a torque wrench that is good for 110 foot pounds. It is important to get the bolts to the proper torque rating. If they are too loose you could lose the hitch. Too tight and you could damage the hitch or your 1993 Subaru Legacy.
Most auto parts stores can loan out any tools you might need.

On the 2007 Legacy Outback Wagon the wiring harness used to install the # 118461 is sometimes hard to find. For some reason it gets routed differently and can be in the spare tire well, up along the back near the bottom of the rear seat or under the rear panel nearest the hatch.
I spoke to our installation technician and he said that he removes all of the panels and follows the vehicle wiring harness along until he comes across the connector. It is there you just have to search for it.

If your 1997 Subaru Legacy Wagon GT is not the Outback version, then you will not actually have a plug-in point for a trailer wiring harness. Non-Outback versions of the wagon must hard wire to install a 4-Way trailer connector, using a kit like part # C55370.

If you remove the hitch, it is recommended that the altered exhaust heat shields be replaced.
