I have a great option that is going to work for you, though I checked with Yakima, and to use the Rack and Roll Trailer # Y08107 the top of the hitch ball must be 22" off the ground. An inch or two in either direction would work, but the seven inch difference you have would make the trailer susceptible to fishtailing due to the uneven tongue height.

I went out to the warehouse to take a look at the Draw-Tite Class II Trailer Hitch # 36493 referenced in your question. I measured a distance of right at 9 inches from the top of the bracket where it will mount to the vehicle to the bottom of the receiver. You didn't say the tire size you need but you looked at a 145/80-12 size tire. We have similar sizes with a higher speed rating but all of our 145/80-12 size tires have a 65 mph speed rating. Instead, take a look at a 5.30-12 or a 4.80-12 size tire. The former is about a half inch larger in diameter and the latter is about an inch smaller.

I went out to the warehouse and pulled a Swagman Trailhead bike rack # S63380 to measure the cradle height for you. The overall height is 4-1/2 inches and the height at the center of the cradle is 3 inches. The cradles can move on the bike rack arms so you can turn them however you need to fit the bike. I do have a way that you can determine the clearance with Curt trailer hitch # C12270 installed. Take a look at the instructions I have linked for you. Find the mounting point on the vehicle for the forward most attachment point (towards the front of the vehicle).
