Subaru Legacy 2004 Snow Chain Recommendation

Since the car is all wheel drive, do chains go on front or back? And, how fast and how far can they go on paved road with no snow or ice?

The best way to determine what axles of your vehicle should have snow chains installed on them is to check the owners manual of your 2004 Subaru Legacy to see what they recommend and if there are any restrictions. Having chains on all wheels is ideal though as that will give you the best traction for stopping, turning, and accelerating.
You don't want to run chains on dry pavement ever. That will wear them out very quickly and will damage the road. Chains typically have a speed rating of around 35 miles per hour. The Thule Chains part # TH01221090 that you referenced have been confirmed to fit the tire sizes available for your vehicle, so as long as your owners manual says you can use these chains you would be good to go.
