looking at class ii 11/4inch hitch for 2017 subaru legacy. Want to know how many inches it will hang down from bottom of car.

I went out to the warehouse to take a look at the Draw-Tite Class II Trailer Hitch # 36493 referenced in your question. I measured a distance of right at 9 inches from the top of the bracket where it will mount to the vehicle to the bottom of the receiver. You can take this measurement down from the frame rails on your 2017 Subaru Legacy to see exactly where the receiver will sit when installed. I have also attached an image of this hitch installed on the 2016 Legacy so you can get a better idea as to how it will look on your vehicle.
This Class II hitch is confirmed to fit your Legacy and will provide a 1-1/4 inch receiver opening with a tongue weight capacity of 300 pounds. I have attached the installation details along with a video on the 2016 model that you can use for reference.
