How to Test the Toledo Actuator Part # 16006
Have you tried to tow the trailer to see if the brakes engage? If this is not an option then you will want to first make sure the master cylinder is full of fluid and then use a wooden plank to compress the actuator and see if that engages the brakes. You can also pull the breakaway to see if that engages the brakes but there is not a manual that I am aware of. If the brakes don't engage then you will want to look for leaks or check for broken pieces. We currently offer the following replacement...

Availability of a Master Cylinder Rebuild Kit for a Toledo Trailer Brake Actuator
We have a few different parts for Toledo actuators but not a master cylinder rebuild kit. We have the master cylinder that you referenced, # 10614. We also have a replacement shock, # 1844-2, a pivot bushing, # 1745, and a pivot shaft, # 1829. If your master cylinder is bad then going with the replacement master cylinder you referenced would be the way to go.
