To add a hitch to your 2014 Kia Soul you will need the EcoHitch Hidden Trailer Hitch item # 306-X7326. This hitch is custom fit and bolts to your Soul with included hardware. This is the only hitch with a high enough capacity to handle a 70 lbs e-bike. It has a 2" receiver which will give you the most options and highest capacity for bike racks.
For a bike rack rated to transport a 70 lbs e-bike, I recommend the Hollywood Racks Sport Rider SE Bike Rack item # HLY84FR. This frame mount bike rack has an 80 lbs per bike capacity and will work with 20" fat tires that are up to 5" wide. This rack works great with alternative framed bikes and bikes with fenders as well. It uses padded hooks to secure the bike inside the rack.
I have linked a couple of installation and review videos below so you can see how to get these parts set up.
