Can this be used on a 13 Ford Fusion hybrid for use with a cargo carrier or bike rack? Do I need to remove any body parts to install?

The Draw-Tite Trailer Hitch Receiver # 24897 that you referenced will work on your 2013 Ford Fusion Hybrid. You will need to either trim a fascia piece or have it removed all together to install this hitch. Check out the installation instructions I attached to see more on that. I also attached a pic that shows the area the panel would need to be trimmed.
This hitch is a Class I hitch that can be used to carry Class I bike racks and cargo carriers, so yes it can be used for those purposes. I attached links that will take you to pages that show all of the approved carriers and racks that are compatible with Class I hitches.
