Question:
What is the recommended torque when mounting the combo pintal hitch?

When it comes to the recommend torque specs for the four bolts on The Curt Pintle Hook with 2-5/16 inch Hitch Ball # C48200 per Curt you will need to tighten all the bolts to 90 ft. lbs.
The pintle hook has a bolt-on installation to Pintle Hook Mounting Plate # C48343. The pintle hook has interchangeable hitch hitch balls that will let you easily swap for a 1-7/8 inch hitch ball # C48810 or a 2 inch ball # C48820 (both sold separately). The item has a strong forged steel construction and has a high-gloss powder coat finish on the pintle hook. It has a gross towing weight up to 16,000 pounds. I would recommend checking your vehicle's manual to find the proper towing capacity of your vehicle.
