There was a generational change in the platform between those years, without knowing what part number you have it is challenging to confirm it would or would not.

To your second question, they are most likely what is referred to as ISR or Industry Standard Rails. Meaning, that although several manufacturers produce rails to mount 5th wheel hitches, they have developed an agreed upon pattern of holes that accommodate hitches with tabbed/spade feet that are pinned into place. Each have their way/design of how it attaches to the truck/tow vehicle but, when the rails are in place in the bed of the truck, that provided connection point to the hitch has been standardized.

For a universal rail kit that will fit your 2013 Ford F-250 Super Duty, we have the B&W Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches, # BWRVR3200. My recommendation is to go with the B&W Custom Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches, # BWRVK2401 as these custom-fit brackets mount to existing holes in your vehicle's frame. Please note the linked product review and installation videos linked below.
