If you take a look at the linked diagram you can see the minimum recommended clearance distances between truck and trailer for 5th wheel towing. It is recommended to have at least 5-inches from the top of the bed rails to the bottom of the trailer overhang. If you are intending to modify your truck by having its bed rails partially cut out you'll have to determine how much needs to be cut out based on the height of your trailer when level. If you're going to lower the trailer for reduced sway then you'll need to determine the amount of height drop and take that into account for the modifications to be bed rails. Without knowing specifics I cannot give you an amount to be cut from the truck but if you follow the guidelines on the diagram you should be able to maintain correct clearances between the truck and trailer.

What is the minimum distance between the trucks bumper and the front of your 5th wheel trailer?

It is going to be different for each camper and truck combination because of the variations in truck beds and the nose on a camper. You can take a measurement from the center of your fifth wheel hitch installed in your truck to the corner of your bumper (diagonally) and add 4 inches for a safe distance. Then take a measurement from the king pin on the camper to the front face of the camper underneath the nose. These measurements will tell you whether or not your camper will clear with ease when making a turn.
