To add a brake controller to your 2013 Ford E-350 I recommend installing the following:
Curt T-Connector 4-Way - # C56020
Universal Wiring Kit - # ETBC7
Extra Wire - # 10-2-1
Mounting Bracket - # 18136
Primus IQ Brake Controller - # TK90160
The Curt wiring gives you the 4-Way that you need and then the additional 2 wiring kits and mounting bracket provide you with all of the wiring for a 7-Way and adding a brake controller. I really like the Primus IQ because it's one of the more budget-friendly controllers but it's really effective and it's also backed by a limited lifetime warranty so you can be confident in the quality.
I've attached some installation videos that will help you out if you plan on doing the install yourself.
