I can not use an above bumper system to meet my needs. Does this go under the bumper and accomodate the steering box and pitman arm clearances?

The Curt Front Mount Hitch, # C31028, does install under the bumper of your 1999 Jeep TJ and, according to my contact at Curt, will not interfere with the steering box or pitman arm.

I have attached a photo showing what the hitch will look like once installed. I have also attached a link to the installation instructions for you tow check out.

Since your goal is to push a plow with a front hitch for our 1998 Jeep Wrangler you'd want the hitch part #C31028 instead as the Draw Tite #65048 puts the hitch opening too high for a plow like the SnowBear part #SB324-080 to be used. In the…

For your 2004 Jeep Wrangler TJ we have a front hitch that's designed to fit underneath the front bumper with the Curt #C31028 which would be your best option, but there isn't a way to mount a #31408 on top of the bumper that you have.

If the double tube bumper on you 1997 Jeep Wrangler does not hang down any lower than the regular stock bumper would then Curt font mount hitch receiver #C31028 will fit. It has not been test fit on a model with the tube style bumper.

To add a front mount trailer hitch to your 2002 Jeep TJ with a tube style front bumper you will need to use Curt front mount hitch #C31028. It attaches to the frame of the Jeep and will sit underneath your front bumper.
