Since you are getting a green light on your Tekonsha Voyager Trailer Brake Controller # 39510 with not trailer connected, and are getting a flashing red light with the trailer connected there is either a short on the ground wire, or the blue brake output wire.
First things first check both the vehicle and trailer connectors for any corrosion or debris that could be causing an issue.
If those check out then check the white ground wire from the controller and make sure it is connected to clean, corrosion free metal.
Next cut the blue wire at least 6" back from the controller so you can reconnect it, and apply 12v power from a battery to the severed blue wire going to the trailer brakes. If you do not get power to the brakes, then the short is on the blue brake output wire. You will need to trace the wire from the controller to the 7-way connector looking for damage, and then from the 7-way on the trailer to the trailer brakes looking for damage.
You will need to replace any damaged sections of wire with # 10-1-1 and heat shrink butt connectors # DW05745-5.
I included a video of the # 39510 for you to take a look at.
