Both the black and gray water valves do not completely seal and allow water to leak. Can these be adjusted to completely seal?

According to Valterrra, if your # TC1372 waste valves are fully closing, but are still leaking you'll want to replace the seals. You'll need both the 3 inch seal kit, part # T1003-9VP and the 1-1/2 inch seal kit, part # T1001-9VP

The Valterra Bladex RV Waste Valve Seals - 1-1/2" - Qty 2, #T1001-9VP, may have just been tightened too much. I suggest giving them a little more room to work by loosening those bolts a little. It sounds like they are overly compressed.

I went out into our warehouse and grabbed a set of the #T1001-9VP and found that the bolt diameters are 3/16 inch exactly.

There is a screw nut adjustment at the lever end that can be adjusted, This could have been turned inadvertently over a period of time lengthening the cable. Turning back out should lengthen the distance of the shield making it close tight.
