Hello, I was wondering if these will work on a 4x8 1720 lb fold up harbor freight trailer, I am hauling a 900 lb quad and sometimes construction tools not as heavy as quad. Are there any benefits over the 5.30-12 bias ply

To answer your first question, radial tires are superior to bias tires because they run cooler and are less prone to blowouts. The only reason to run a bias tire is if you do a lot of agricultural or off-road work.
In regard to fit, the Kenda S-Trail ST145R12 Radial Trailer Tire with 12" Galvanized Spoke Wheel - 5 on 4-1/2 - Load Range D # AM31202 might fit your Harbor Freight trailer, but there are a couple things you need to know first, starting with your trailer's bolt pattern. This wheel has a 5 on 4-1/2" bolt pattern and you can use the linked help article and reference sheet to find out what your bolt pattern is to see if they match.
You also need to ensure the ST145R12 tires on the # AM31202 have the proper clearance to fit. This is a 21.3" diameter tire that is 5.7" wide, and with trailer tires, the general rule of thumb is you want at least 3" of clearance from the top of the tire to your fender and at least 1" of clearance between the inside of the tire and your trailer's frame rail.
