I have a solution for you, but the short answer is no, it does not. The Replacement Key for Andersen Hitch Receiver Locks and Locking Adjustment Pins # AM3499-2052 is code specific, so the key will only work on locks with a 2052 code. The codes for these locks were placed on the key and on the face of the lock core, so if your lock core does not have a number stamped on the face your only solution is going to be to cut it off and replace it with a new lock like the InfiniteRule Locking Pin for Andersen Rapid Hitch Ball Mount # 34061076-D. This lock has a 5/8" pin diameter and a 4-3/8" span (inside length) and is compatible with the Andersen Rapid Hitch.
