From what I found on your vehicle a 2008 Ford Escape with a 3.0 liter engine has a 2,000 lb towing capacity. The Draw Tite hitch part # 75751 has capacities that are higher at 4,500 lb but you would be limited by the lowest figure in your towing setup which in this case would be the vehicle.

The Replacement Spacer Block for Trailer Hitches - 3" Long x 1-1/2" Wide x 3/8" Thick #01077-011 has a hole diameter of 0.531 inches. You will have no problem with the 3/8 inch bolt.
