Given the option I'd choose the factory prep package in your new 2019 Chevy 2500. Mainly because this way your truck bed is clear when the hitch is removed. There are below bed kits available that do the same thing but they don't have an advantage over the factory kit. Unless you already have a hitch that fits above bed rails the factory kit is the way to go.

For the hitch itself I recommend the B&W Companion, part # BWRVK3700. It fits the factory pucks in the Chevy's bed without any extra parts. The B&W is nice because of the jaw-to-kingpin contact created from the 1 inch thick jaws. This creates a smoother ride because there's less rattle in the hitch. The hitch has a 20,000 pound capaicty and is all made right here in the USA. I've linked a video that demonstrates the hitch for you as well.

If you do already have a hitch that fits industry standard rails and want to equip the new Chevy with a rail kit I recommend the Reese, part # RP56001-53. It's a custom kit wtih an outboard design so there's no drilling into the truck's frame at all and the mounting points are much easier to access. This makes the installation a lot easier and takes a lot less time. I've linked a video from when we installed the kit in a 2017 Chevy for you to take a look at. It's the same basic process for a 2019.
