Will 12 Volt Battery Charge Circuit of 7-Way Charge Towed Vehicle's Battery

Im still confused about charging my trailer 12V batteries from my vehicle 2017 Jeep Grand Cherokee. I have seen articles that say the cars computer/voltage regulator stops charging when the car battery is fully charged, but then RVI Brake has a towed vehicle charger that they say works off the 12V pin in the 7 pin connector. Isnt this 12V pin always hot and able to charge my trailer batteries without the towed vehicle charger? What is the role of the towed vehicle charger?

If you use the 12 volt pin of a tow vehicle's 7-way to put a maintenance charge on the battery of a vehicle being flat towed you would not have to worry about the towed vehicle's battery getting overcharged for two reasons. First the charge from the 7-way is pretty light since the circuit is limited by the lighter gauge of the wiring and also the voltage on that circuit would only be slightly higher than 12 volts at any time and if the towed vehicle's battery got to that same voltage it essentially would stop charging.
