For your 2016 Ford Fusion, the Curt Trailer Hitch Receiver - Custom Fit - Class II - 1-1/4" # C12091 is a confirmed fit. This hitch will be 10-3/4 inches from the ground to the inside top of the receiver opening. When using a ball mount like # C45016, this will give you a 2-5/8 inch rise from that location giving you 13-5/8 inches from the ground in that rise position. In the drop position, the top of the mount or bottom of the actual hitch ball will be at 7-3/8 inches from the ground. The bottom plate of the mount and the nut on the bottom of the ball still need to be accounted for, so you will be at roughly 6 inches ground clearance in that drop position. Most of the time you will be in the rise position which will put the lowest point at the actual hitch of about 9-1/4 inches. You may want to consider a ball mount like the # 36065 to get closer to a typical trailer coupler level height of 16-19 inches.
The 120913 is this same hitch and ball mount as the first mentioned, and includes the pin and clip, so all that is needed in the hitch ball in addition. Unfortunately the kit has been discontinued but the parts are all available separately.
