The Hopkins Plug-In Simple Vehicle Wiring Harness for Factory Tow Package - 7-Way and 4-Flat Connectors # HM11143910 is not a fit for your 2009 Toyota Highlander Hybrid. It is a custom fit for 2008 to 2013 Lexus LX 570 models only.

For your Highlander, there are only 4 way options available with the tow package. You can use the Hopkins Plug-In Simple Wiring Harness for Factory Tow Package - 4-Pole Flat Trailer Connector # HM11141825 which is a confirmed fit. If you do not have the factory tow package, then you will need the Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM11141845 instead. I've attached a video of this installation for you.

If you want the 7-way trailer connection, then you will need the Universal Installation Kit for Trailer Brake Controller - 7-Way RV and 4-Way Flat # ETBC7 along with the electric brake controller like # 90195. I've attached a video to assist.
