Do you have to drill holes in the frame flangestop or bottom of frame rails for the 1999 F350 Cab and chassis Curt class 4 number hitch

I checked the install instructions for the Curt Hitch part # C14048 that you referenced for your 1999 Ford F-350 cab and chassis and you do have to drill the rearmost holes to install the hitch.

Yes, you can use the Reese Friction Sway control part #83660 without a weight distribution system. You would just need to use the tab part #RP26003 on the ball mount as well.
