Yes, a double-eye leaf spring like # e28SR is measured from the center of one hole to the center of the other when the spring is not under tension. If a spring is installed in the trailer suspension it will tend to measure a bit differently.

Also, springs that are very old and well-worn will tend to measure a bit longer than they were when new. So for example if you pull an old spring from your trailer and find it measures 26-inches eye to eye, then it is quite possible that when new it was a 25-1/4-inch spring like # e28SR.
