Once a trailer hitch such as # 13251 is install the hitch should not be able to move. If it does then the likely cause is hardware that is not torqued down to the specifications in the instructions or the holes the hitch uses to attach to the vehicle are rounded out, possibly due to corrosion.

If the mounting location is the issue then the only way to really fix it is to either replace the part on the vehicle, which would be very expensive, or have a local welding shop fix it. I do not recommend using the hitch until the issue is resolved.
