My pick up has a controller built in will it work with a dexter pump elec over hy or do I need a another controller

The factory integrated brake controller you have in your 2013 Ford F350 is not compatible with the Dexter Electric Over Hydraulic Actuators like part # K71-651.
I recommend you upgrade your brake controller to the Prodigy P2 Brake Controller part # 90885. You will also need the Brake Controller Install harness part # 3034-P as well.
The Hydrastar Actuator part # HBA-10 that you referenced is compatible with your integrated controller though as-is without an adapter.
